Just under a year ago, Russian Prime Minister Vladimir Putin announced his hopes that one day he could pinpoint the location of his black Labrador, Koni, at any time of the day. Today, a dream has been realized. Mr. Putin has finally procured a satellite collar that will enable him to track the lab regardless of which of the eleven times zones she may be in while waltzing through Russia. Once the collar was slipped on, Deputy Prime Minister Sergei Ivanov immediately said “she looks sad, her free life is over.” Putin didn’t miss a beat when snapping back: “In Soviet Russia, GLONASS track you!”

Late last month, we found that Toshiba’s Satellite NB100 netbook was making a beeline to the UK, and while a press shot is well, fine and good, there’s just nothing like a little hands-on action to get you salivating. The crew over at TrustedReviews made it over to Zurich for Tosh’s first ever Mobility Conference, and the star of the show wasn’t one of those new Portégé machines or the Tecra R10; rather, it was the 2.29-pound NB100. Of note, the unit shown was a pre-production rig that shouldn’t change much before it’s loosed on the public, and contrary to earlier reports, it will boast three USB sockets to bring it in line with most of its closest competitors. Unfortunately, early impressions were that the keyboard was lacking, and the glare-filled display wasn’t exactly smiled upon. Check the read link for additional shots and a few more blurbs.

Toshiba’s never been one to really pump out laptops with oodles of sex appeal (a few Portégé machines notwithstanding), and its latest two are decidedly drab. Aimed squarely at business users, the 15.4-inch Satellite Pro S300 and the 14-inch Satellite Pro S300M (shown after the break) both include a 2-year warranty, support for docking, a business card reader, a USB Sleep-and-Charge / eSATA combo port and face recognition software. As for the S300, you can snag it with your choice of a Core 2 Duo CPU, up to 3GB of DDR2 RAM, a 160GB 5,400 RPM hard drive, dual-layer DVD burner, WiFi / Bluetooth 2.1+EDR, Intel’s GMA4500MHD graphics, a built-in webcam / microphone and a 9-cell battery pack; the S300M gives you pretty much the same options but with a smaller screen and chassis. Take your pick, as they’re both available to order right now starting at $899 / $829 in order of mention.

The Toshiba E105 has been sneaking around the fringes for a few days now, but apparently it’s not just announced — it’s available for purchase. That’s right, the oddly familiar looking 14.1-incher can be had at Best Buy for the totally reasonable price of $1,199.99, packing a 2.26GHz Core 2 Duo, a 1280 x 800 TruBrite LCD display, 4GB of RAM, a 320GB hard drive, and an Intel 4500MHD integrated GPU. The Satellite also sports 802.11a/b/g/n, an HDMI out, Vista Home Premium, and that all-important fingerprint reader (just remember, this increases the odds of someone cutting off your finger). The laptop is available right now online, no word if it’s on store shelves yet.

Safe mode, huh? While we had previously assumed only our clearly cursed PCs could fall into such a dark, dark place, apparently we were badly mistaken. The recently launched Giove-B satellite, which is the second bird launched for Europe’s next-gen satnav network, was recently sent into some sort of “safe mode” after being “rocked by a surge of space radiation.” Reportedly, said mode halts the satellite’s mission activities and forces it to “concentrate on keeping its batteries topped up by ensuring its solar panels are properly aligned with the sun.” Thankfully, the poor Giove-B was able to resume its frolicking in outer space around a fortnight after being blasted, though we hear if it had been just a tad worse, ground control would’ve had a real mess on their hands with the Blue Screen of Death.

SkyTerra’s Mobile Satellite Ventures, ICO Global Communications and Qualcomm have jointly announced today a partnership that could have far-reaching implications in the mobile realm. In short, the trio has agreed to “integrate satellite and cellular communication technology in select multi-mode mobile baseband chips,” which will essentially enable handsets to have “ubiquitous mobile communications coverage from anywhere in North America, including areas where traditional cellular service is currently unavailable or unreliable.” The release proclaims that this hookup will lead to satellite connectivity being in mass-market devices, but only time will tell how long it takes for compatible handsets to get adopted by carriers. Unfortunately, we do know it won’t happen prior to 2010, as that’s the planned ship date for the newfangled chips. Thanks for the heads-up, guys — but oh, how the tease hurts us.

If you thought Verizon was taking its sweet time rolling out FiOS to your neighborhood, imagine how long it would take to connect the entire continent of Africa. Verizon wouldn’t bother trying, but satellite company O3b, in partnership with Google, is doing just that. The pair plan to bathe that continent (and others) with soothing Internet waves via 16 medium-earth orbit (MEO) units. Latency is said to be only 120 milliseconds, with maximum download speeds at 1.25Gbps. That’s seriously fast, about the same as Japan’s Kizuna (set to cover disconnected Asian regions), but before you cancel your 1.5Mbps WildBlue account and go on a bandwidth safari know that these new orbital hotspots are destined to act as backbones for use by smaller ISPs. They’ll in turn provide wireless access direct to customers over 3G or WiMax, throttling things appropriately.

Wipe those tears away, budding astronaut. SpaceX’s latest failure wasn’t completely in vain. According to head honcho Elon Musk, the problem came just after a “picture perfect first stage flight” when a longer than expected thrust decay transient of the new Merlin 1C regeneratively cooled engine became “just enough to overcome the stage separation pusher impulse.” You honestly may need to be a rocket scientist to digest all of that, but here’s something even the layman can understand: Musk wants flight 4 in the air as early as next month. We’re told that the long gap between flights 2 and 3 was simply due to all that engine engineering, but technologically speaking, nothing will change for the next attempt. Godspeed, Falcon 1 (v4).

DirecTV and DISH Network trying to get together again? That’s the idea according to the Wall Street Journal, apparently in response to DISH making “a major strategic shift” after losing 25,000 subscribers in Q2. Of course the last time these two tried U + me = Us back in 2001, regulators put the smackdown on the idea, but apparently DISH CEO Charlie Ergen thinks things may be different now. We can see how a 90% drop in subscriber growth (and a blown satellite or two) could cause anyone to reevaluate things, but as our extensive experience watchnig daytime TV proves, running into a new relationship to escape ones problems never works out long term, but it is interesting to see if either is really willing to stop the constant one-upsmanship and concentrate on taking on the cable (& telco) companies together.

In a somewhat unsurprising move, the FCC has approved the merger of Sirius and XM after protracted — and incredibly boring — multi-year negotiations. The Federal Communication Commission decided tonight to allow a deal that will bring the two satellite radio providers together, creating a combined subscriber base of roughly 18 million users. The deal isn’t without catches, however, with the Commission stating that the companies must cap prices for three years following the merger, allow subscriber choice on content, and lower fees for channel packages. FCC head Kevin Martin seemed pleased with the final outcome, stating, “Consumers will get to enjoy the best of the programming on both services.” You know who wasn’t so stoked? Clear Channel.

Get ready for a flood of Centrino 2 laptops, kids — hot on the heels of Intel’s big announcement and Sony and Lenovo’s updated lineups comes Toshiba with the new Satellite Pro S300, Tecra M10 and A10, and Qosmio X305, F55 and Cell-based G55. The Qosmios actually aren’t that new — all three of them were initially announced back in June, but they’re actually available now, with the gaming-oriented X305 exclusive to Best Buy. The $1,299 Satellite Pro S300 (pictured) is a little more interesting, with a 2.4GHz P8600 Core 2 Duo on Centrino 2’s 1066MHz bus and Intel 4500MD integrated graphics powering a 15.4-inch display, as well as sleep-and-charge USB ports and a docking port. The more business-oriented Tecra lappies also get a similar Centrino 2 treatment, sharing a motherboard design to reduce repair costs. The $1,399 M10 sports a 14.1-inch screen, while the 15.4-inch A10’s pricing hasn’t been announced. Pictures of the new Tecras after the break.

The recent tornado tragedy in Iowa underscores the necessity to replace our aging NEXRAD detection system, and thankfully, a team of scientists from various universities are already working to find a suitable replacement. The Collaborative Adaptive Sensing of the Atmosphere (CASA) satellite network would theoretically be installed on existing infrastructure, and it would purportedly scan areas more quickly and target the bottom of storms — something the current system falters at. The so-called “gap filling radars” could be used to scrutinize the regions where NEXRAD radars can’t see, and better still, it will likely be able to more accurately predict the storm path in order to more effectively alert those who may be in harm’s way. On the downside, said network isn’t expected to be implemented and ready for use until 2013, so we wouldn’t go converting that basement into a home theater just yet.

Although DISH Network’s previous quarter wasn’t anything to write home about, it sounds like the satcaster (EchoStar, technically) isn’t going to allow its set-top line to grow stale in the process. During the recent Team Summit in Nashville, Tennessee, DISH’s CEO Charlie Ergen reiterated that it would be beaming out “more than 100 national HD channels” by the end of 2008, and he also made mention that the EchoStar 11 satellite would lift off in July. Most interesting, however, was all the talk about the new STBs. The forthcoming ViP 722 will be the first HD DVR from the outfit with loads of Sling technology built in — not too shocking considering the recent acquisition. Additionally, the box is said to feature an all new interface and the ability to browse to (select) websites, double as a SlingCatcher and even handle Clip & Sling duties. There’s plenty more where this came from, so be sure and hit the read link when you’ve got some spare time for reading.
